This is my final delegate report. After being a delegate approximately 20 years, I have decided to retire. It has been a wonderful experience and I have truly enjoyed serving MAHA over the years. I encourage any of you that want to become involved on a regional and national level to become a delegate.
In addition to being a delegate, I serve on the United States Equestrian Federation Arabian Division Committee. All of the competition rule changes that are passed by the delegates at the Arabian Horse Association then go through the USEF Rule Change process.
This year the USEF Arabian Division proposed changes to the USEF Show Management Rules. The committee is of the opinion that the current show rating system is outdated and no longer meets the needs of the exhibitor and/or show management.
Currently shows are rated. Generally Arabian shows are A rated or B rated. The ratings are based upon the amount of payback offered, the number of classes offered, and the type of classes offered.
The USEF Arabian Division Committee has proposed substantial changes to the rating system. Rather than have a Class A or B rating, the shows will be simply be an Arabian show. The rules regarding payback will be modified so that show management can make set payback in a way that makes economical sense. Show management may choose to keep costs down for exhibitors by offering no payback. Or, show management may choose to offer payback as jackpots or high points. Show management will have much more flexibility.
The changes to the rating system also affects the USEF Horse of the Year Program. The old Horse of the Year system was very complicated. You received a different level of points at Class A shows than you would receive at Class B shows. Under the new system, the points will be awarded the same way at all Arabian shows.
In addition, the Committee is recommending a simple scoring system for Horse of the Year points.
Points for all competitions will be awarded as follows:

Full points shall be awarded to Arabian and Half/Anglo Arabian classes conducted at USEF Licensed Competitions. Half points will be given in the following classes: Maiden, Novice, Limit, Select and Green.
At USEF Licensed Regional level competitions, class entries will receive double points.
At USEF Licensed National level competitions, class entries will receive triple points.
Assuming these changes are approved by the USEF Board, they will go into effect in 2011.
